In August 2001, the Israeli Ministry of Health issued its Limitation of Smoking in Public Places Order, categorically forbidding smoking in hospitals. This forced the mental health system to cope with the issue of smoking inside psychiatric hospitals. The main problem was smoking by compulsorily hospitalized psychiatric patients in closed wards. An attempt by a psychiatric hospital to implement the tobacco smoking restraint instruction by banning the sale of cigarettes inside the hospital led to the development of a black market (...) and cases of patient exploitation in return for cigarettes. This article surveys the literature dealing with smoking among psychiatric patients, the role of smoking in patients and the moral dilemmas of taking steps to prevent smoking in psychiatric hospitals. It addresses the need for public discussion on professional caregivers’ dilemmas between their commitment to uphold the law and their duty to act as advocates for their patients’ rights and welfare. This is the first of a series of papers devoted to the thorough investigation of refinement based on an underlying partial relational model. In this paper we restrict attention to operation refinement. We explore four theories of refinement based on an underlying partial relation model for specifications, and we show that they are all equivalent. This, in particular, sheds some light on the relational completion operator due to Woodcock which underlies data refinement in, for example, the specification language Z. LS Penrose was the first to propose a measure of voting power (which later came to be known as ‘the [absolute] Banzhaf index’). His limit theorem – which is implicit in Penrose (1952) and for which he gave no rigorous proof – says that, in simple weighted voting games, if the number of voters increases indefinitely while the quota is pegged at half the total weight, then – under certain conditions – the ratio between the voting powers (as measured by (...) him) of any two voters converges to the ratio between their weights. We conjecture that the theorem holds, under rather general conditions, for large classes of variously defined weighted voting games, other values of the quota, and other measures of voting power. Music is considered an indispensable feature for almost all religions. Christianity emerges as one of the most important religious traditions in which music is involved in rituals and social life. Among the Christian sects, there are different practices in terms of using music. American Christianity was the scene of religious awakening in the 18th and 19th centuries. One of the most important reflections of this process took place in the field of music. American Christianity has given particular importance to music (...) in the experience of religious awakening since the 18th and 19th centuries. At the end of the 19th century, traditional Christian hymns have largely been altered or abandoned. Baptist, Methodist, Lutheran and Pentecostal churches have played a role in the transformation and spread of Christian music. This process has emerged as new genre hymns and later as Gospel music. There are some similar and seperated points among the new music genres. The musical instruments which they use, melody structures, the places they are performed, their improvisation or rules and their poetic features are among these points. With the introduction of these two genres and some local cultural factors, music genres have emerged as secular in style but which may have religious content. Regardless of whether it is secular or religious music, these genres have used religious terminology in their lyrics. At the same time, there are some similarities at the point of the musicians who perform these music. Blouse and Jazz are considered as the two most prominent and international examples. (shrink)

The objective of the paper is to analyze the conception of virtue as represented in the book After Virtue by one of the initiators od the renaissance of the ethics of virtue A. MacIntyre. In its first part the authors examine the reasons of MacIntyre's criticism of the Enlightenment conception of morals, in which the notion of virtue was excluded from moral reflection and substituted by a universal moral principle. The second part gives a more detailed analysis of the notions (...) of practice, narrative order of a single human life and moral tradition embodying according to MacIntyre the explicative background, required for the definition of a unified notion of virtue. The reconstruction of MacIntyre's argumentation serves the clarification of why the option for Aristotelian tradition is for him the only appropriate way of grounding the ethics on a more plausible constitutive notion than that of the rule, preferred by the Enlightenment. Following increasing public concern over the ethical and social implications of contemporary technology, computer science departments around the world have recently increased their efforts to incorporate ethics into their educational curriculum. For our redesigned undergraduate course on Computer Ethics at Rice University, in addition to teaching variety of fundamental ethical theories and approaches to technology, we also sought to emphasize the role of “social” technologies in mediating moral relations and to encourage students to consider moral decision-making, rather than as an (...) abstract rational process, as matter of affective care. To help us achieve this educational objective and inspired by the work of artist Jenny Odell, we designed an activity for students to practice focusing “deep” attention both on themselves and others. In this article, we describe in detail our rationale for this activity, report on lessons learned, and discuss potential applications for this activity in regard to the ongoing online teaching environment following the Covid-19 pandemic. The pandemic has adversely impacted children. The vaccine roll-out to children aged 12 - 17 years is important to curb the spread of the virus and allow children to revert to some form of normality. Children’s rights to equality, education, health and food have been impeded during the pandemic. However, there is a persistent hesitancy towards the vaccine roll-out. This is apparent from a case before the High Court in Pretoria, in the pending matter between the African Christian Democratic Party (...) and others v The Minister of the National Department of Health: Dr M Phaahla and Others. SECTION27’s intervention as amicus curiae highlights the importance of vaccines, and provides evidence to illustrate the adverse impact of the pandemic on learners’ rights to equality, education, food and health. We describe BDD-based decision procedures for the modal logic K. Our approach is inspired by the automata-theoretic approach, but we avoid explicit automata construction. Instead, we compute certain fixpoints of a set of types — which can be viewed as an on-the-fly emptiness of the automaton. We use BDDs to represent and manipulate such type sets, and investigate different kinds of representations as well as a “level-based” representation scheme. The latter turns out to speed up construction and reduce memory consumption (...) considerably. We also study the effect of formula simplification on our decision procedures. To prove the viability of our approach, we compare our approach with a representative selection of other approaches, including a translation of K to QBF. Our results indicate that the BDD-based approach dominates for modally heavy formulae, while search-based approaches dominate for propositionally heavy formulae. (shrink)

Answers to the questions of what justifies conscientious objection in medicine in general and which specific objections should be respected have proven to be elusive. In this paper, I develop a new framework for conscientious objection in medicine that is based on the idea that conscience can express true moral claims. I draw on one of the historical roots, found in Adam Smith’s impartial spectator account, of the idea that an agent’s conscience can determine the correct moral norms, even if (...) the agent’s society has endorsed different norms. In particular, I argue that when a medical professional is reasoning from the standpoint of an impartial spectator, his or her claims of conscience are true, or at least approximate moral truth to the greatest degree possible for creatures like us, and should thus be respected. In addition to providing a justification for conscientious objection in medicine by appealing to the potential truth of the objection, the account advances the debate regarding the integrity and toleration justifications for conscientious objection, since the standard of the impartial spectator specifies the boundaries of legitimate appeals to moral integrity and toleration. The impartial spectator also provides a standpoint of shared deliberation and public reasons, from which a conscientious objector can make their case in terms that other people who adopt this standpoint can and should accept, thus offering a standard fitting to liberal democracies. Though the notion of the free, or self-governed community, originated in ancient Greece, the Greek polis seems to pose a problem for the modern post-Hobbesian concept of sovereignty. For the latter presupposes that of the State, that is an agency which monopolizes the use of violence, as an instrument by which sovereignty is constituted. Yet, the polis was not a State but rather what the anthropologists call a stateless community. The latter is characterized by the absence of ‘government’, that is (...) of an agency which has separated itself from the rest of social life and which monopolizes the use of violence. In stateless societies the ability to use force is more or less evenly distributed among armed or potentially armed members of the community. Being stateless, then, in what sense can we say that the polis was sovereign? On the practical level the Greek polis had a very limited ability to control and direct legislation. The decentralised nature of Greek society and the absence of coercive apparatuses meant that the laws had to be identical with the customs of the community or else that decisions had to be shared by a wide consensus, which imposed a severe limitation on the ability of the poleis to change their laws or initiate changes in the community. On the theoretical level, the absence of a State was complementary to the absence of the notion of sovereign, whether it is a person or an institution or a body which was above the law and a source of the law. Thus Greek ‘republicanism’ was different from the modern one in as much as it did not have the notion of ‘the people’ as a constituting element and Greek ‘rule of law’ lacked the modern notion of a positive open legislation. The literature on conscientious objection in medicine presents two key problems that remain unresolved: Which conscientious objections in medicine are justified, if it is not feasible for individual medical practitioners to conclusively demonstrate the genuineness or reasonableness of their objections? How does one respect both medical practitioners’ claims of conscience and patients’ interests, without leaving practitioners complicit in perceived or actual wrongdoing? My aim in this paper is to offer a new framework for conscientious objections in medicine, which, by bringing (...) medical professionals’ conscientious objection into the public realm, solves the justification and complicity problems. In particular, I will argue that: an “Uber Conscientious Objection in Medicine Committee” —which includes representatives from the medical community and from other professions, as well as from various religions and from the patient population—should assess various well-known conscientious objections in medicine in terms of public reason and decide which conscientious objections should be permitted, without hearing out individual conscientious objectors; medical practitioners should advertise their conscientious objections, ahead of time, in an online database that would be easily accessible to the public, without being required, in most cases, to refer patients to non-objecting practitioners.
